MPEG video coding

@podborski , MIV will use these tools for the upcoming AHG and other video projects may follow. That is the preference of @yulu.

I'll work things out on this branch and see if I can bring some improvements.

Do you want me to reduce code duplication between the three scripts (Systems, 3DG and Video), or do you prefer to keep them separate?
